Pilot Implementation Plan for Extended Producer Responsibility of Automobile Products is issued

The Ministry of Industry and Information Technology, the Ministry of Science and Technology, the Ministry of Finance and the Ministry of Commerce recently issued the Pilot Implementation Plan for Extended Producer Responsibility of Automobile Products. （hereinafter referred to as the Plan）.

According to the plan, through the pilot work, a number of benchmark enterprises for extended producer responsibility of automobile products will be established, and the implementation mode for the extended producer responsibility of automobile products suitable for China's national conditions will be formed. By 2023, the standard recovery level of end-of-life vehicles will be significantly improved, and a group of reproducible and promotable modes of end-of-life vehicle recovery and utilization with automobile production enterprises as the main responsibility body will be formed. The utilization level of renewable resources of end-of-life vehicles will be steadily improved, and the comprehensive utilization rate of resources will reach 75%; The automobile green supply chain system is complete, the automobile recycling rate will reach 95%, and the recycling proportion of key parts is not less than 5%. 

In order to achieve the above objectives, the Plan clearly takes the establishment of a recycling system, the comprehensive utilization of resources, the implementation of green supply chain management, and the strengthening of information disclosure as the implementation direction. Among them, the recycling system is for automobile manufacturers to establish a network and management system for the recycling of end-of-life vehicles and waste parts in accordance with the law through independent recycling, entrusted recycling or joint recycling.
