14th Five-Year Plan for Development Plan on Urban and Rural Domestic Waste Classification and Treatment Facilities has been released

Recently，NDRC and MOHURD jointly issued the 14th Five-Year Plan for Development plan on Urban and Rural Domestic Waste Classification and Treatment Facilities（hereinafter referred to as the Development Plan）.
The overall goal of the Development Plan are: by the end of 2025, 46 key cities, including municipalities, provincial capitals, and municipalities with independent planning status , will further improve their domestic waste classification and treatment capabilities；prefectural-level cities have basically built the domestic waste classification and treatment system in accordance with local conditions；counties with conditions in the Beijing-Tianjin-Hebei and surrounding areas, the Yangtze River Delta, the Guangdong-Hong Kong-Macao Greater Bay Area, the Yangtze River Economic Zone, the Yellow River Basin, and the ecological civilization experimental zone basically complete the domestic waste classification and treatment system, encourage other regions to actively improve the coverage of waste classification and treatment facilities. The specific goals are as follows:
By the end of 2025, the resource utilization rate of domestic waste in the country will reach about 60%;
By the end of 2025, the domestic waste classification collection and transportation capacity will reach about 700,000 tons/day, basically meet the requirements of classified collection, classified transfer, and classified treatment of domestic waste in cities at prefecture level and above; encourage qualified counties to promote the construction of domestic waste classification and treatment facilities.
By the end of 2025, the urban and rural domestic waste incineration capacity will reach 800000 tons / day, and the incineration capacity of municipal solid waste will account for about 65%
