Interim Measures for Standardized Management of Automobile Parts Remanufacturing has been issued

Recently, the National Development and Reform Commission and other eight departments jointly issued the " Interim Measures for Standardized Management of Automobile Parts Remanufacturing"（hereinafter referred to as The Measures）.

Based on the actual development of China’s auto parts remanufacturing industry, The Measures makes clear provisions on the standard conditions of remanufacturing enterprises, management of old parts recycling, management of remanufacturing production, management of remanufactured products, management of remanufacturing markets, and supervision.

The Measures put forward the requirements on the quality management, production process, technical equipment, and environmental protection equipment of remanufacturing enterprises. It specifies that the remanufacturing enterprise is the main body responsible for the quality of remanufactured products, and the main link of the production behavior of the remanufacturing enterprise have been standardized, including the detection and identification capabilities of old parts, dismantling, cleaning, manufacturing, product quality inspection and other aspects of technical equipment and production capacity etc.

The Measures put forward the management specifications for remanufactured products, which clearly stipulate that the remanufactured products shall have the same quality characteristics as the prototype new products, and shall undergo the same inspection, testing as the prototype new products when leaving the factory. It is required that the quality of the remanufactured products shall meet the quality standards of the prototype new products, the safety standards shall not be lower than the national requirements for the prototype new motor vehicle parts, and the environmental performance shall meet the relevant national standards.
