Recently, the State Council issued the Guiding Opinions on Accelerating the Establishment and Improvement of a Green and Low Carbon Circular Development Economic System (hereinafter referred to as The Guiding Opinions).

The Guiding Opinions clarify that by 2025, the industrial structure, energy structure, and transportation structure will be significantly optimized, the proportion of green industries will be significantly increased, the level of green infrastructure and cleaner production will continue to rise, and the green transformation of production and lifestyle will achieve significant results. Resource allocation is more reasonable, utilization efficiency is greatly improved, the total discharge of major pollutants continues to decrease, the carbon emission intensity is significantly reduced, the ecological environment continues to improve, the market-oriented green technology innovation system is more complete, the law, regulation and policy system is more effective. The production system, circulation system and consumption system of green and low-carbon circular development have taken shape. By 2035, the internal driving force for green development will be significantly enhanced, the scale of green industry will reach a new level, the energy and resource utilization efficiency of key industries and key products will reach the international advanced level, green production and lifestyles will be widely formed, and carbon emissions will steadily decrease after peaking , the ecological environment is fundamentally improved, and the goal of building a beautiful China is basically achieved.

The Guiding Opinions deployed key tasks from six aspects:

Improve the production system for green and low-carbon circular development. It is necessary to promote the green upgrading of industry, accelerate the green development of agriculture, improve the green development level of the service industry, strengthen the green environmental protection industry, improve the recycling level of industrial parks and industrial clusters, and build a green supply chain.

Improve the circulation system for green and low-carbon circular development. It is necessary to actively adjust the transportation structure, strengthen the organization and management of logistics transportation, promote green and low-carbon transportation, strengthen the recycling of renewable resources, and establish a green trading system.

Improve the consumption system of green and low-carbon circular development. It is necessary to promote the consumption of green products, advocate a green and low-carbon lifestyle, resolutely stop food waste, promote the classification and reduction of domestic waste, and resource utilization according to local conditions, and promote the entire chain of plastic pollution control.

Accelerate the green upgrading of infrastructure. It is necessary to promote the green and low-carbon transformation of the energy system, improve the dual control system of total energy consumption and intensity, promote the upgrading of urban environmental infrastructure, improve the level of green development of transportation infrastructure, and improve the urban and rural living environment.

Build a market-oriented green technology innovation system. It is necessary to encourage research and development of green and low-carbon technologies and accelerate the transformation of scientific and technological achievements.

Improve the system of laws, regulations and policies. Strengthen the support of laws and regulations, improve the green pricing mechanism, increase fiscal and taxation support, vigorously develop green finance, improve green standards, green certification systems and statistical monitoring systems, and cultivate green trading market mechanisms.
